The PIPA’s creation in the late 60s can be traced to two sources. Reference is mainly made to the project concerning the development of a second new city located at the gateway to Lyon and Geneva.
While carrying out preliminary studies, the Plaine de l’Ain Industrial Estate demonstrates its capacities for housing industries: low level of urbanisation, very flat ground, soil of little agronomic interest, ample water table, favourable location on the Lyon-Geneva route, and architectonics of a high standard, amongst other factors.
